ODU to Lead National Study on AI Integration and Workforce Transformation for State DOTs
I am excited to share that Old Dominion University (ODU) has been selected to lead NCHRP 23-46: “AI Integration and Workforce Transformation for State DOTs,” supported by a $500,000 grant from the Transportation Research Board (TRB) .
The project will develop a comprehensive guidebook to help state DOTs and local transportation agencies integrate artificial intelligence (AI) while proactively preparing and supporting their workforce.
At a time when many are questioning the impacts of AI on jobs, this research will provide an evidence-based framework for AI adoption from a workforce perspective. The study will assess emerging AI trends, evaluate potential job transformation and displacement effects, identify critical skills and training needs, and outline actionable implementation strategies. The effort will include nationwide surveys, expert panels, case studies, and a quantitative task-based impact assessment methodology.
ODU serves as the lead institution, partnering with Noblis and Slalom Consulting. Dr. M. Cetin will serve as Principal Investigator (PI), with Drs. Murat Kuzlu and Cynthia Tomovic as Co-Principal Investigators from ODU. Together, the team brings extensive expertise in AI applications, workforce transformation, and long-standing collaboration with state DOTs and USDOT agencies. This timely project will help transportation agencies integrate AI responsibly, strengthen workforce readiness, and accelerate the safe and effective deployment of AI technologies.
